PREHEAT oven to 375°F (190°C). Lightly grease a 9x13” (33x23 cm), shallow baking dish.
BRING a large pot of salted water to a boil. Cook gnocchi according to the package directions. Drain well and transfer to the baking dish spreading in a single layer.
MELT butter in a medium saucepan over medium heat. Stir in garlic and cook for about 30 seconds or until fragrant. Sprinkle in flour and mustard powder and cook, stirring for about 1 minute. Slowly whisk in milk until no lumps appear. Bring to a simmer and cook for 3-4 minutes until evenly thickened. Add cheese in handfuls, stirring to incorporate prior to each addition. Stir in ham and peas along with the lemon zest. Season with salt and pepper to taste. Pour mixture over gnocchi and sprinkle with Parmesan cheese. Bake in the preheated oven until bubbly and golden. Garnish with herbs if using.
